Unit Metrics worker should fuzz its timeout

Bug Description

Currently the Metrics batcher syncs on exactly 5 minute interval. So when restarting the Controller, all of the Metrics are gathered at nearly the same time across all units.

We could Fuzz the time between requests, or we could fuzz the start time if we still want a more precise update time.

Just something that can avoid causing 1000s of agents all to be quiet for 5min and then wake up all at the same time.

Won't be fixed for 2.2 as there are not further releases in that series planned.
