Ctrl-C during bootstrap does not abort bootstrap

Bug Description
If I 'Ctrl-C' shortly after starting the lxd bootstrap process, I see:
$ juju lxdstart
Creating Juju controller "lxd" on localhost/localhost
Looking for packaged Juju agent version 2.1.2 for amd64
^CInterrupt signalled: waiting for bootstrap to exit
However, I get my prompt back and later am still receiving output from the bootstrap process. It seems that the interrupt handler is neither waiting for nor killing the bootstrap process:
