Bug Description

If I 'Ctrl-C' shortly after starting the lxd bootstrap process, I see:

$ juju lxdstart
Creating Juju controller "lxd" on localhost/localhost
Looking for packaged Juju agent version 2.1.2 for amd64
^CInterrupt signalled: waiting for bootstrap to exit

However, I get my prompt back and later am still receiving output from the bootstrap process. It seems that the interrupt handler is neither waiting for nor killing the bootstrap process:

$ ls -al ~/bin/To configure your system to better support LXD containers, please see: https://github.com/lxc/lxd/blob/master/doc/production-setup.md
Launching controller instance(s) on localhost/localhost...
 - preparing image

+ sudo systemctl restart squid-deb-proxy
 - juju-0aaea6-0 (arch=amd64)
Juju GUI installation has been disabled
Waiting for address
Attempting to connect to 10.0.4.121:22
Logging to /var/log/cloud-init-output.log on the bootstrap machine
Running apt-get update
Running apt-get upgrade
Installing curl, cpu-checker, bridge-utils, cloud-utils, tmux
