juju add-model -c typo-controller gives bad error

Bug Description
I was trying to do "juju add-model" but had a typo in my controller name.
$ juju add-model -c testuser test
error: No selected controller.
Please use "juju switch" to select a controller.
Note that the correct syntax would have been:
$ juju add-model -c test-user test
However, Juju doesn't say "unknown controller testuser" it says "No selected controller" which is misleading.
