juju config help should mention the '@' character

Bug Description
juju version 1 has the following sentence in it's help text for the 'set' command:
```
In case a value starts with an at sign (@) the rest of the value is interpreted
as a filename. The value itself is then read out of the named file. The maximum
size of this value is 5M.
```
juju2's 'config' command has the same functionality, but the '@' symbol is not mentioned in it's help output. It would be nice if this functionality could be documented.
