Clarify "debug-hooks" supports both actions and hooks

"juju debug-hooks" is extremely useful during hook troubleshooting and development.

It would be good to have "juju debug-actions" that works in a similar way but for actions rather than hooks.

actions/nameofaction , similar to hooks/nameofhook.

Re-triaging to Medium usability bug: we should consider how to communicate that command supports both hooks and actions, including help docs as well as potential command rename.
