'no space left on device' while fetching a resource not evaluated as an error

Bug Description

I hit an issue while executing an upgrade of a charm with new resources on a machine with a small disk. During resource-get the disk filled up and the resource wasn't succesfully downloaded. However, it didn't seem to result in an error but rather just a line in the log with info-level.

unit-charmscaler-0: 22:57:05 INFO unit.charmscaler/0.upgrade-charm Error response from daemon: Error processing tar file(exit status 1): write /charmpool/charmpool.tar: no space left on device

The charm got into an error state later on when the charm tried using the resource. But it would be better if it exited earlier and showed the actual issue right away.
