list-models fails after model is destroyed

2017-02-23 02:24:09 ERROR Command '('juju', '--show-log', 'list-models', '-c', 'functional-model-migration-joyent-b')' returned non-zero exit status 1

This is only seen in the rackspace and joyent substrates. This might be a timing issue with the providers. The command failed after migrating a model and the old model was destroyed. List models fails without showing an error to give us a clue about the problem.
