It should be possible to run an action on multiple units with a single command

Bug Description

juju run-action seems to be limited to a single unit as a target. juju run on the other hand allows you to target multiple units or an application. It would be nice if run-action had the same flexibility.

Stuart suggests --all-units and that a --leader option would also be useful. I agree.

--all-units=sequential or --all-units=parallel perhaps, to allow all units one at a time or all units at the same time.
