Bootstrap on azure doesn't fail immediately if controller name over known limit.

Bug Description

Azure instance ids have a known length restriction, bootstrap should fail immediately if attempting to use a model name over this limit.

This[1] error is output, but only after the bootstrap and instance creation has happened, instead failing when attempting to create resources.

It would be a lot nicer if when attempting to bootstrap with a too-long name juju returned immediately with a warning.
