Bug Description
The http-proxy, https_proxy and ftp-proxy configuration options are not passed to cloud-init for Windows machines meaning that these options are not used during instance setup.
Additionally, once jujud agents are running on a Windows machine these environment variables are set within the jujud process but are unlikely to have much effect as it is unlikely that Windows software will honour them. It is likely that registry changes are required to set the proxy used by Windows.
