Bug Description
ubuntu@atlas:~$ juju add-user dpb
ERROR failed to create user: user already exists
ubuntu@atlas:~$ juju remove-user dpb
WARNING! This command will remove the user "dpb" from the "atlas" controller.
Continue (y/N)? y
ERROR "dpb" user not found
ubuntu@atlas:~$ juju add-user dpb
ERROR failed to create user: user already exists
ubuntu@atlas:~$ juju list-users
Controller: atlas

ubuntu@atlas:~$
I did have a user created called 'dpb'. I granted it 'superuser' and 'write' to all models.
Juju 2.1b5 was under test right here.
