public clouds missing google regions

The public clouds yaml file is missing regions for GCE:

- US West
- Asia Northeast

hence juju update-clouds does not enable all supported regions.

This will need the Juju source code fallback public clouds to be updated also.

That does not fix update-clouds, so I don't think it satisfies this bug report. I am in the middle of updating http://streams.canonical.com/juju/public-clouds.syaml which will fix update-clouds.

No, the code needs to match. The PR is not obsolete.
