Removing a MAAS machine that is 'pending' never works

Bug Description
One of my MAAS machines never successfully provisions. In the juju model it is listed as 'pending' indefinitely. Using juju remove-unit on that machine never flags it for release in MAAS and never removes it from the Juju model.

This same behaviour appears on public clouds. Machines removed from the
model should be released in the cloud even if they have not yet
completed provisioning.
