Bug Description
The juju bootstrap command takes the cloud/region first, then controller name; the juju add-model command takes the model name first, then the cloud/region.
This discrepancy is confusing and it's very easy to forget which comes first for which command.

Originally, the order of arguments on both bootstrap and add-model command was the same. It's an oversight that one command was changed without the other.
