Cannot test update-clouds with un-published public-clouds.syaml

The update-clouds command does not do a simple copy, so it must be tested. There is no way to test it with an un-published clouds.syaml file, because the url it uses cannot be overridden. Without the ability to test before publishing, we cannot know in advance whether a given clouds-syaml will be incompatible or exhibit bugs.

Mick has provided a stopgap for juju 2.2-alpha1: https://github.com/macgreagoir/juju/commits/public-clouds-override

However, support for overriding public cloud url must be part of the mainline going forward, in order to test this.
