Bug Description
It would be very useful to be able to load configuration using a file on the commands `model-config` and `model-defaults`. In that way, a complex configuration setup becomes trivial compared to having to pass all these as key values in the same command.

You can specify a file for model-defaults flag when you bootstrap. See 'juju help bootstrap' for more information.
model-defaults commands currently does not take in a file as a parameter. Triaged to a wish list item.
