[2.0.1] juju destroy-models hangs for all the models

I'm not sure if this is related to bug 1639577 but that older bug is opened for juju status and we're seeing destroy-model hangs here for 6 models.

Version is JUJU_VERSION =' 1:2.0.1-0ubuntu1~16.04.4~juju1 1:2.0.1-0ubuntu1~16.04.4~juju1 2.3.10-0~201611101837~ubuntu16.04.1

Since it feels like this bug does indeed have the same underlying cause as bug # 1639577, I am marking it a duplicate.
