For manual provider, "juju add-machine" claims to log to bootstrap machine when it does not

Bug Description

Juju version: 2.0.1-0ubuntu1~16.04.4~juju1 (from ppa:juju/stable on Xenial)

For the manual provider, "juju add-machine" immediately returns the following output:

Logging to /var/log/cloud-init-output.log on the bootstrap machine

That message, as far as i can tell, is just plain wrong: logging goes to /var/log/cloud-init-output.log on the *target* machine, not on the bootstrap box.
