interactive add-cloud does not allow user to supply description

Bug Description
There are built-in descriptions for some cloud types, but interactive add-cloud could allow the user to provide a description.
Since there may be many locally-defined clouds of a given type, a specific description can disambiguate them.
For example, Canonistack and Prodstack could have distinct descriptions, instead of both being listed as "Openstack cloud".
Additionally, there are no built-in descriptions of vsphere or manual, so no descriptions will be provided for that type. Bug #1646128.
Interactive add-cloud could prompt the user for a description after prompting for the name, and show the default. If the user hits Enter, no description would be added, allowing the default to be used. Otherwise, the user's specified description would be used.
