destroy-controller failed to find openstack security groups

caused by: request (https://nova-lcy01.canonistack.canonical.com/v2/bbda63d64a9e4dfda1072e7743704f1e/os-security-groups) returned unexpected status: 404; error info: {"itemNotFound": {"message": "The resource could not be found.", "code": 404}}

This issue might relate to bug 1625624 where resources are may be left behind, but are scheduled for deletion.

I believe this issue has been fixed:
* last failure was observed on Dec 12 2016;
* fix for bug # 1625624 address this issue.
