Interactive add-cloud does not support .maasrc

Bug Description
.maasrc support is listed as a requirement. "User must be able to load existing cloud definitions from maasrc file"

But add-cloud does not attempt to use .maasrc even though I have one:
$ ls ~/.maasrc
