actions should be able to pass a file back to where they were called from

Bug Description

https://jujucharms.com/docs/2.0/developer-actions describe a "snapshot" action, which would be called from your machine to take a snapshot of a database running on a charm deployed machine.

This is great, but it seems to be lacking an obvious way of passing that snapshot back to the user.

I can't see any way of doing this other than manually running a separate command to `juju scp` the file back, so this is a feature request for actions to have a built in way of knowing the IP of where they are being called from and to be able to pass back a file from a remote machine without having to hard-code any credentials.
