application and units should consistently support wildcarding

Bug Description

juju status supports wildcards for application and unit names which is
very helpful, but other juju commands which can filter by application
and/or unit do not (e.g. juju run) - it'd be nice if juju consistently
supported wildcards when referring to applications and/or units.

$ juju run --application="nova-*" true
error: The following run targets are not valid:
  "nova-*" is not a valid application name
$

Instead of pretending that this is actually targetted, removing the milestone. Will put the milestone on when work has started.
