juju 2 subnet refresh from cli

Bug Description

I'm testing out the subnet part of juju-2 with MAAS 2.0, and apparently the only way to refresh the list of subnets is to restart the machine-0 agent. It would be useful if there was a CLI way to say "refresh what the provider thinks is the list of subnets".

$ juju --version
2.0.0-xenial-amd64

$ dpkg-query -W maas
maas 2.0.0+bzr5189-0ubuntu1~16.04.1

We have auto discovery on start - we should expose that functionality through a `rediscover' CLI option.
