No way to rename a model

Bug Description

I've deployed a model, tinkered with it and have it all right, except that I want it to have a different name now.

There is no way for me to rename it - I have to redeploy it to get it with a different name.

With juju 2.0.0.

This is more complicated than it seems b/c the model name is still probably used by some providers to tag cloud resources. We are moving away from this practice but significant effort will be required to work through all the places where the model name is currently used.

This overlaps the work required for bug 1649738.

Sorry but wouldn't it make much more sense to use a UUID or other abstract model identifier to tag resources? This way changing the name of the model doesn't require any changes to any underlying asset tags.

As it stands it means I can't have two models called `metallb-system` on the same controller cluster (for example for two kubernetes clusters managed by one set of controllers.

Models already have a UUID. In fact under the Dqlite changes all domain entities will have one.

Over time all our back-end handing should deal in UUIDs, which will make this change easier.
