bootstrap command help does not document possible configuration values

Bug Description
The bootstrap --config flag is documented but the possible keys
are not. There appears to be nowhere in the juju
help that documents them. The same applies to
the model-config command - there's nowhere to find out
what the available attributes are other than looking
in the source code (or hoping that the online
documentation matches whatever juju version I
happen to be using).
