After setting password, logging in as local admin still requires no password

Bug Description

After logout, logging in as local admin requires no password. This is despite setting a password, and juju itself prompting me to do so before logging out. If admin@local never requires a password on the cli, why have one for the gui? And why prompt to force me to set one before logout?

juju logout
ERROR preventing account loss

juju change-user-password
new password:
type new password again:
Your password has been updated.

juju logout

juju login
username: admin
You are now logged in to "lxd" as "admin@local".

Can you perform the logout, remove your cookies, and try the login again please?
