During a bootstrap (in this case arm/azure) the when attempting to connect to the machine it never happens. The ssh connection attempts multiple times but ends up timing out.

This is a very old report and I can no longer reproduce this. I also cannot get to the linked failure. It would have been nice to paste the stack here.
My guess is that the intermittent failure was addressed as part of the work that we have done since this bug was filed.
