cmd/juju: no help available for common flags

Bug Description

The "juju help" command does not show flags available
on all commands, such as --debug and --logging-config,
nor is there a listed help topic to show them.

In fact, these flags are documented under the "juju help global-options", but there's no easy way for a user to find out that that help sub-topic exists.

All Juju commands now display global options. This is a duplicate bug. All PRs are tracked through the original bug.
