This failure was intermittent and was only seen once. The CI tests do not show stderr, but they should. This is bug #1614580.

This has since recurred several times. stderr shows:
ERROR cmd supercommand.go:458 can't connect to functional-resources: cannot load cookies: file locked for too long; giving up: cannot acquire lock: resource temporarily unavailable

This is a very old report and I can no longer reproduce this. My guess is that the intermittent failure was addressed as part of the work that we have done since this bug was filed.
I am seeing all resources related CI tests pass with green for a while now.
