Bug Description
juju bootstrap --metadata-source doesn't seem to sanity check the value you give it, and if it's not a local directory, it is silently ignored. For example, I screwed up and passed it a URL of some streams I wanted to use, which is not what that flag is for, but it didn't immediately error out, it bootstrapped and then failed to find tools much later on.
