inconsistent error text when attempting unauthorised command

Bug Description
$ juju add-model foo
ERROR permission denied (unauthorized access)
$ juju add-user mary
ERROR permission denied
I would have thought both are the same cause - unauthorized access.
In any case, we could also make the error message a lot nicer, guiding the user to what they need to do to fix the issue eg ask an admin to grant access. There's wording like this on the juju register command.
