Juju does not give a clear error when unable to create a loop device on lxd

Bug Description
There are known limits to LXC's (and presumably lxd's) support for loop devices. Juju should fail with a clear error if we violate those limits. But instead we get the behaviour described in bug #1509635-- we just stay in an allocating state forever.
