Bug Description
We have started work on supporting simplestreams for CentOS and Windows, but Juju needs to support simplestreams in order for the work to be completed.
This is the inverse of bug #1568715.
It might make sense to use a feature flag to turn simplestreams support on, until we are confident it is a full replacement.

Removing 2.1 milestone as we will not be addressing this issue in 2.1.
