Bug Description
juju list-shares outputs the admin account (with @local) when that's not directly a share of any sort.
The users added without shares should be removed. The @local should go away.
I note that the list-users command does't output the "ACCESS" like is in the shares. It seems that information should be added to the list-users command.

'juju shares' no longer a command in Juju.
'juju users' outputs access that a user has to the controller.
