Bug Description
I'm trying to use juju-1 to bootstrap against my OpenStack cloud. I specify a metadata-source parameter when bootstrapping, and it starts out ok but eventually fails because it's trying to go to the internet for the images stream instead of the one I specified.

After some more testing I was able to successfully bootstrap by specifying both the metadata-source parameter for bootstrap and the image-metadata-url in environments.yaml.
The output of metadata generate-image says I just need to do either one or the other, so it's either a doc bug or a code bug.
