Failure to bootstrap a controller on openstack may report misleading error

Bug Description

After adding an openstack cloud and credentials to that cloud. Trying to bootstrap always reports that authentication failed, i.e.:

ERROR authentication failed.

This is the case even if there is a failure to connect, or an invalid domain. e.g. example.com. This means that a typo that DNS fails to resolve will be reported as authentication failure. It seems this could cause serious heartburn when trying to bootstrap.
