Juju register allows users to register alternatively named controllers of the same UUID

Bug #1593350 reported by Mick Gregg on 2016-06-16

Bug Description

`juju register` allows a user to register a controller that already exists in its local store, but by a different name.

The interface comments for UpdateController expect an existing controller to be updated, but the method used adds a new controller in all cases.
