upload-tools appends instead of increment version numbers

Juju will manufacture its own version by appending a number to the version. It assumes that the juju version is major.minor.micro., and will append a fourth number to the build/patch position. If the juju version really used the build position, juju will fail to bootstrap. The example case in the issue is a legitimate use of the build/patch position, but the juju is broken in some use cases.

Juju could increment the build version or use another scheme like "major.minor.micro.build-local" to indicate the version is manufactured by juju itself. The release team does want to use the build number position.
