Bug Description

As seen in
    http://reports.vapour.ws/releases/issue/5703fb2b749a565eb113bca8

 Juju claims not authorized for LXD. This happened once. Juju deploys LXD containers many times a day as the jenkins user. The user is authorized. A retry of the job showed it was authorized (yet failed because the nonce was not found)
