expose does not work properly on rackspace provider

Bug Description

Using Juju 1.26 alpha3

Expose doesn't seem to work to hide a firewalled service. jenkins isn't exposed but I can still reach it on the port 8080

There have been a lot of changes in networking since the bug was originally reported.

Is this still an issue with later juju versions, say 2.4-b1?
