Bug Description
When "backups restore" is used without -b, but there is no existing state server, the error message does not suggest using -b.
In this situation, it's at least plausible that the user intended -b. The help implies this is the default (bug #1536333) and it is the default behaviour of the predecessor plugin, juju-restore.
