Bug Description
When -b is not supplied to "backups restore", --constraints has no effect, but juju does not error.
This can mislead a user into thinking that --constraints has been honoured.
The presence of --contstraints suggests that the user is expecting "-b" to be the default behaviour. This is a reasonable expectation, considering the help text. (See bug #1536333). If juju errored with a message like "--contstraints requires -b", that would provide a helpful hint to the user.
