juju version tries to make directories and files in my home

When running the version subcommand it is unexpected that directories and files are made.

⟫ mkdir tmp/home
⟫ HOME=tmp/home juju version
1.23-beta2-utopic-amd64
⟫ tree -a tmp/home
tmp/home
└── .juju
    └── ssh
        ├── juju_id_rsa
        └── juju_id_rsa.pub

This is not a regression; the issue has existed since at least juju 1.18.1
