add a digital ocean provider

new cloud provider, do has userdata support, we no longer need object storage. its fast and cheap for end users. net win.

Heya,

i actually started to do some work around this at https://github.com/PI-Victor/juju/tree/feature/support_digital_ocean

Will submit a WIP PR when it's in at least a working state. For now i'm just trying to get
to grips with the juju core code based on the other cloud providers.

It will not feature digital ocean "projects" for the time being, because it's not documented in the API, so i guess the best way to separate the machine is to use tags.
