'juju destroy-environment' sometimes errors

Bug Description

Sometimes, when running 'juju destroy-environment --force -y local' I get an error. If I try and run any other juju command after this error (like juju status, for example), It seems like juju is in a half-configured state. If I re-run destroy-environment a second time, it seems to clean things up correctly.
