using manual provider and deploying a service without extra machine leaves dead service

on manual provider, with no extra machines
juju deploy x
gives error but leaves a service turd.. it error'd why should leave garbage behind that the user has to manually clean up.
more fundamentally an artifact of the lack of transactions in deploy.
