Bug Description
Was in the middle of bringing up a new unit, got this in the logs every 3s after powering up again:

After removing state/bundles and state/deployer, it pulled the charm again and recovered.

It seems this is a genuine issue with the uniter, when the charm was not downloaded completely and cannot be extracted.
