Machine 0 services fail because zookeeper fills storage

Bug Description

Juju services (and others) running on machine 0 will eventually fail because zookeeper fills storage, leaving itself and other processes no room for logs, etc.

The space used by zookeeper is going to /var/lib/zookeeper/version-2/{log,snapshot}.*, which have either no or insufficient rotation/expiration.

Juju should configure zookeeper (or logrotate, or whatever) on machine 0 to ensure that critical services, such as zookeeper, the machine agent, and the provision agent, always have free storage space.
