Bug Description
As far as I can tell, debug-log rates any output to stderr by an install hook as being worthy of ERROR level logging. This seems excessive, as some commands seem to emit to stderr as a matter of course (particularly gpg and tzdata upgrades).
The impact is that it's hard to scan logs for actual errors.
